Fabrication and installation of a permanent oil flow line for B54 well

The Low-Value Tender Committee at Sarir Oil Operations B.V., Libya Branch, announces Tender No. (LVTC-P&C-2026-005) for the fabrication and installation of the Gas Lift Line for B54 well.

All specialized companies that wish to participate and have the experience, efficiency, and capacity to execute the work are invited to submit a request to obtain the Tender Documents by contacting the Low-Value Tender Committee via its official email address: soo.lvtc@sarir-oil.com in accordance with the Company’s approved procedures, starting from Sunday, 27 September 2026, until 12:00 PM on Sunday, 11 October 2026, during official working hours only, excluding Fridays, Saturdays, and official public holidays.

Technical and commercial offers, along with the required legal and financial documents, must be submitted in accordance with the terms and conditions specified in the ITT Package, no later than 3:00 PM on Thursday, 22 October 2026

Mandatory Requirements 

  1. Bidders shall carefully review the Tender Document, including all attachments and instructions contained therein, and fully comply with all terms, conditions, and requirements specified therein.
  2. All required forms shall be duly completed and submitted as part of the Legal Submission File, including:
    • Declaration and Confirmation of Intent to Participate Form.
    • Confidentiality Undertaking Form.
    • Transparency and Anti-Corruption Commitment Form.
    • Tender Project Completion Commitment Form.
  3. Original documents, or certified true copies thereof, of all required legal and financial documents and supporting instruments shall be submitted in accordance with the requirements specified in the Tender Document.
  4. Bids shall be submitted in separate, properly sealed, and stamped envelopes in accordance with the requirements outlined in the Tender Document.
  5. The certified cheque representing the value of the Bid Bond (Initial Guarantee) must be issued from the bank account of the bidding company and submitted within the envelope designated for the Unpriced Commercial Proposal.
  6. The Priced Commercial Proposal shall be submitted exclusively in hard copy and shall not be transmitted electronically.
  7. In addition to the hard-copy submission requirements outlined in the Tender Document, an electronic copy of the Technical Proposal, the Unpriced Commercial Proposal, and all legal and financial documents shall also be submitted via the Committee’s email address specified in the Tender Document.

All bids and tender documents must be submitted to the address specified in the Tender Document. Documents submitted elsewhere will not be accepted.

Failure to comply with the terms, instructions, requirements, or deadlines specified in the Tender Document may result in the bid being rejected as non-compliant.
