REPORTS TO: Projects Engineer

Main Duties and Responsibilities:

• Assist the construction manager to establish project objectives, procedures, data collection methods, and performance standards within boundaries of corporate policy.
• Prepare scheduled and necessary updates of construction activities and analysis of manpower and equipment required.
• Create and administer appropriate testing protocols to monitor project performance.
• Inform all supervisors and subcontractors promptly of any construction schedule changes and work closely with all stakeholders to ensure requirements are met.
• Maintain budgetary, scheduling, and project database oversight, and report regularly to project manager to keep him constantly informed of job progress, plans and problems that could significantly affect costs or schedules.
• Manage compliance, quality control, and quality assurance standards and specifications.
• Determine project specifications and acquire the necessary materials for completion.
• Develop scope and parameters for project design and implementation. (If requested)
• Identify project responsibilities, delegating phases and elements to the appropriate personnel.
• Develop (if requested) and control the full project-plan lifecycle.
• Conduct regular meetings with contractor to ensure clarification and meet specific requirements in a timely manner.
• Delegate tasks to team members according to their individual skill sets, experience and abilities to ensure efficient completion of the project.
• Track performance and analyze the completion of key goals.
• Document and report project progress (daily, weekly and monthly) to Project manager and stakeholders.
• Maximize project efficiency and profitability.
• Prepare, schedule, coordinate and monitor the ongoing projects.
• Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications.
• Perform overall quality control of the work (budget, schedule, plans, personnel’s performance) and report regularly on project status.
• Assign responsibilities and mentor project team.
• Cooperate and communicate effectively with project manager and other project participants to provide assistance and technical support.
• Review engineering deliverables and initiate appropriate corrective actions, if any.

Required Qualifications and Skills:

• BS degree in engineering or relevant field.
• 5+ years project management, project engineering, or project planning experience (scope, schedule, cost, quality).
• Proven working experience as a Project Engineer
• Organization and problem-solving skills
• Ability to use specialized software for collaboration and time management, including spreadsheets.
• Good knowledge of design and visualizations software such as AutoCAD.
• Advanced MS Office skills.
• Familiarity with rules, regulations, best practices and performance standards
• Working knowledge of construction equipment and techniques, drawings and specifications. Ability to read and understand technical documents and symbols and to apply this knowledge.
• Ability to work with multiple discipline projects.

Objectives of Job:

The task of the senior projects engineers is to define, determine, develop and maintain the engineering and process related activities associated with new projects, maintenance and modifications of existing facilities, liaise closely with the others, disciplines within the engineering department and with the dedicated field engineers. He shall have a leading role in the inter discipline verification (HAZOP, SIL) of PFD’s, P&ID’s, and layouts / calculations, to define system boundaries requirement for commissioning purposes in close cooperation with the operations people and other engineering disciplines. The senior projects engineer shall be a proactive, innovative and solution directed person.  He must also be able to coordinate, manage and supervise contractors concerning project works. Beside projects the responsibility of the project engineering is to update the Company’s specifications, procedures to meet the relevant safety standards.

Main Duties and Responsibilities:

• Project Planning and Execution: Lead the planning, execution, and delivery of engineering projects, ensuring they meet quality, time, and budget constraints.
• Team Coordination: Coordinate cross-functional teams, including engineering, manufacturing, and supply chain, to ensure project milestones are met.
• Scope and Budget Management: Develop and implement project scopes, schedules, and budgets, adjusting as necessary based on project demands or changes.
• Risk Management: Perform risk assessments to identify potential project obstacles and devise mitigation strategies to ensure project success.
• Design and Development Oversight: Oversee the design and development of engineering solutions, ensuring they comply with industry standards and project specifications.
• Stakeholder Communication: Facilitate communication between project stakeholders, including clients, contractors, and team members, to ensure clear understanding of project objectives and progress.
• Technical Documentation: Review and approve technical documentation, such as design drawings, reports, and specifications, ensuring accuracy and compliance.
• Innovation and Improvement: Investigate and apply innovative technologies or methodologies to improve project outcomes, efficiency, or sustainability
• Ensure that all actions identified in the Companies HSE plan for the Senior Project Engineer are completed as per plan and progress reported to the HSE Coordinator on a monthly basis.
• Monitor that all company Safety Procedures are adhered to and identify improvements where possible.
• On a daily basis monitor all field activities are executed within the Companies Environmental objectives.
• Ensure HSE audits are carried out in accordance with specified requirements
• Enable staff to perform to the maximum of their abilities and regular feedback on performance is conducted.
• Develop all staff within his section to their ultimate potential and monitor progress on a regular basis.
• Support an environment that promotes work enjoyment and job satisfaction.
• Monitor and guide the development of all staff within his section in line with the company Libyan Integration and Development (LID) goals.
• Plan and execute all activities on a “right first-time” basis.
• Monitor that all activities are executed in adherence to the operational procedures and identify improvements to current procedures and identify additional procedures required.
• Execute the activities in a cost-effective manner and within budget.
• Provide support to projects being executed in the field such that they can be completed as per plan.
• On a continuous basis review the activities and identify the possibilities for improvements and application of new technologies.
• Ensure all materials and equipment is ordered in a timely manner
• Coordinate and keep updated all other specialist, such as QA/QC, Projects & Engineering personnel, Shut Down Coordinator.
• Reports to: Functionally to Projects Coordinator.

Required Qualifications and Skills:

• BS degree in engineering (e.g., civil, mechanical, electrical) is typically required.
• 10 years of related experience in oil and gas fields.
• Familiar with working knowledge of design software, including AutoCAD.
• Proven understanding of compliance and quality assurance guidelines and best practices.
• The use of project management tools
• Good mathematical, scientific and IT skills.
• Previous experience with database design and development.
• Requires a sound knowledge of applicable standards, rules and regulations.
• A good general knowledge and understanding of other engineering disciplines such as process, piping, mechanical and automatization is required.
• Leadership, Ability to lead and motivate cross-functional teams
• Problem-Solving, Creative and effective problem-solving skills to address engineering challenges
