Objectives of Job:

Determine project mechanical specifications and acquire the necessary materials for completion. Preparing a detailed scope of works for the mechanical activities to allow the contractor to produce a technical/ commercial offer for expenditure approval against the budget.

The Senior Construction Engineer is responsible for onsite supervision of all various mechanical projects, tasks, plant modifications activities in the existing facilities to ensure the activities are executed as per the work scope and in adherence to the HSE standards.  For the preparation of the daily activities, he maintains close contact with the contractor and/or staff involved in the construction activities. After completion of works the Senior Construction Engineer must ensure that all relevant documentation (e.g. P&ID, PFD, piping arrangement, ISO drawings, etc.) will be updated.

 

Main Duties and Responsibilities:

  • Assist both the project coordinator and Construction coordinator to establish project objectives, procedures, data collection methods, and performance standards within boundaries of corporate policy.
  • Prepare scheduled and necessary updates of mechanical activities and analysis of manpower and equipment required.
  • Create and administer appropriate testing protocols to monitor project performance.
  • Inform all supervisors and subcontractors promptly of any construction schedule changes and work closely with all stakeholders to ensure requirements are met.
  • Maintain budgetary, scheduling, and project/field tasks database oversight, and report regularly to both project coordinator and construction section head to keep them constantly informed of job progress, plans and problems that could significantly affect costs or schedules.
  • Manage compliance, quality control, and quality assurance standards and specifications.
  • Familiarity with rules, regulations, best practices, and performance standards
  • Working knowledge of mechanical related construction equipment and techniques, drawings, and specifications.
  • Ability to read and understand technical documents and symbols and to apply this knowledge.
  • Supervising all kinds of field construction activities in field areas.
  • Ensuring activities are completed as per the agreed work scope and required modifications are identifying in a timely manner, controlling changes in work scope closely with regards to additional cost and effects.
  • Ensuring construction activities conform to relevant international standards i.e. ASME, API.
  • Liaising with on-site Third-Party Inspection for co-ordination of NDT / Inspection requirements
  • Preparing Work Permits as required for each activity as per the Permit to Work system.
  • Acting as Performing Authority and ensuring toolbox talks are always completed for each critical work activity and all precautions adhered to.
  • Actively promoting a safe work environment and good standards of housekeeping.
  • Maintaining good communicating with all relevant departments and contractors.

Required Qualifications and Skills:

  • BS degree in mechanical engineering or relevant field.
  • 10 years of related experience in oil and gas fields.
  • 5+ years of experience in supervising construction teams.
  • Work experience in live plants and hazardous areas.
  • Good knowledge of international standards.
  • Proven work experience as a Senior Construction Engineer or similar role.
  • Experience in project management, in implementation phase.
  • Able to perform multitasking and time-management.
  • Strong client-facing and teamwork skills.
  • Familiarity with risk management and quality assurance control.
  • Problems solving skills.
  • Advanced MS Office skills.
  • Flexibility, Reliability and good communication skills.
  • Good English level.
